Panteia delivers two key evaluation studies to the European Commission

This month Panteia completed two important projects.

The first project, the study on the effectiveness and improvement of the EU legislative framework on training of professional drivers (Directive 2003/59/EC), included an ex-post evaluation and the preparatory work for the impact assessment. In the second project, we carried out an ex-post evaluation of the Directive 2000/59/EC on port reception facilities for ship generated waste and cargo residues.

The final approval of both projects followed an intensive period and close collaboration with the European Commission and relevant stakeholders from the sector. Activities for the ex-post evaluations included the development of an evaluation framework, including performance indicators; collection of information, including stakeholder consultation;  and analysis to come to conclusions and recommendations in the five defined evaluation criteria: relevance, effectiveness, efficiency, EU added value and coherence. For the project on training of professional drivers the identification of the problem, the policy objectives and options, as well as the assessment of impacts and comparison of options contributed to the impact assessment that the Commission will carry out.

Panteia was actively involved in consulting the sector, notably through interviews, surveys, the organisation of a stakeholders forum and participation of a range of events, for example the Pan-European Dialogue between cruise operators, ports and coastal tourism stakeholders (see picture).

Both projects contribute to Panteia’s knowledge of and experience in evaluations and impact assessments. An area in which Panteia is traditionally strong and is ambitious to further develop.  The Panteia evaluation and impact assessment unit supports this ambition by providing relevant knowledge and experience and tools and techniques, which is matched with Panteia’s sectoral knowledge, for example in transport, SMEs, employment, education and innovation.
