ELAN: Call for Experts to provide technical support

ELAN is inviting external logistic experts to provide technical support to the ELAN network and to boost the knowledge level of transport users and logistics service providers, in order to shift cargo to inland waterways.

‘ELAN’ stands for ‘European Logistics Advisory Network’. It is a soft measure financed by the European Commission. ELAN’s intention is to test and evaluate the establishment of a European pilot network of logistics facilitators, providing neutral advice in the early and non-commercial phase to potential future customers of inland waterway transportation. This initiative will support the future corridor implementation of the TEN-T guidelines and the Connecting Europe Facility instruments.

The following organisations have joined forces in ELAN:

• Voies Navigables de France (VNF; France), • Panteia/NEA (the Netherlands), • Inland Navigation Europe (INE), • Promotie Binnenvaart Vlaanderen (PBV, Belgium), • Stichting Bureau Voorlichting Binnenvaart (BVB, the Netherlands), • Service Public de Wallonie (SPW, Belgium) • via donau (Austria)

This document describes the background, the tender instructions, the procedure and the selection criteria for selecting the experts. Based on the proposals received, logistics experts for the European Logistics Advisory network will be selected by the above mentioned organizations.

Frequently asked questions will be gathered and replied to in a supplementary document which will be updated regularly. Tenderers are therefore, requested to check this document on a regular basis for updates up until one week before the deadline for submissions.
