Access to finance

Access to finance is one of the key determinants for business start-up and development and growth for enterprises.

Access to finance is monitored by the Survey on the Access to Finance of Enterprises (SAFE) of the DG Enterprise and Industry of the European Commission and the European Central Bank. In addition to finding customers, access to finance is one of the major problems SMEs are dealing with. In 2014, for example, more than a third of SMEs in the EU did not manage to get the full bank loan financing they needed. Although, interest rates have fallen the requirements for example, related to collateral, have increased.

In the context of for example, the Small Business Act (SBA) and the COSME programme, the European Commission and Member States have taken action to ease access to finance.

These measures are not only aimed at bank financing, but also at other types of financing, such as venture capital, crowdfunding, business angles and multi guarantee schemes.
