Adriaan Roest Crollius is senior consultant at Panteia. Since his Dutch Master’s degree in Law and Politics, he gained enormous international project experience in transport consultancy projects, especially in railways and public transport.
He is mostly involved in developing transport policy and translating this policy into institutional and legal frameworks. Adriaan has much experiences in analyzing institutional relations between the different government institutions, developing transport strategies, drafting concession contracts between authorities and operators and benchmarking transport policy between countries.
He was involved in numerous EC transport consultancy projects, like Erail, (implementation of the 1st railway package), Railway Guidelines (on state aid), Rail Access legislation (impact assessment 1st railway package), Best practices of Network Statements, situation on the railway market, cross border railway workers last mile rail infrastructure and institutions on the rail safety chain.
He has been involved in many rail corridor studies like Rail Market Study Corridor 1, RMS Corridor 2 and the Netherlands – Poland and the Netherlands – Poland, Retrack, and the cost-benefit analysis for railway line Dresden - Athens. Other rail studies dealt with track access charges, railway costs, terminals and noise.
With his legal background he has developed his field of expertise specifically in implementing European railway legislation (including PSO contracts) in Central and Eastern Europe; among others, Bulgaria, Lithuania, Latvia, Poland, Romania, Montenegro and Turkey.
He executed projects in Eastern Europe, Middle East and in Africa. In Africa he worked in Egypt, Algeria, Cameroon, Uganda and Malawi; either for local companies and NGO’s or in technical assistance projects.
Adriaan is used to work in multi-disciplinary and multi-nationality teams. Either as project manager or as expert. But he also he is heading trade delegations, presenting workshops and seminars and a trainer in the mentioned topics.
The clients he worked for include the Dutch Ministry of Transport and the Ministry of Economic Affairs, the European Commission (DG MOVE, DG Competition, DG Employment) EuropeAid, Worldbank, EBRD, EIB and many other national public institutions.
Adriaan Roest Crollius studied also at Edinburgh University, Université de Tours and holds a master at Delft University of Technology.
